Case Study: Transforming a 20-Year Research Archive

For twenty years, the Global Economic Policy Institute (GEPI) produced world-class research. They influenced legislation, guided fiscal policy, and published over 5,000 comprehensive reports. But they had a problem: nobody could find anything.

Their archive was a digital "basement"—a chaotic repository of PDFs where knowledge went to die. Accessing a report from 2005 required known filenames, specific directory paths, and a lot of patience. They were asset-rich but access-poor.

The Challenge: The "Memory Hole"

New staff were constantly reinventing the wheel, commissioning research on topics that had already been covered extensively a decade prior. Institutional memory was fragmented across different servers and mental silos. The Director of Research estimated that 15% of their budget was wasted on redundant work. They needed a way to make their past intelligence accessible to their present workforce.

The Solution: Sovereign Indexing

GEPI deployed Answerable to ingest their entire 20-year back-catalog. Unlike traditional search, which relies on matching keywords, the system built a Semantic Knowledge Graph. It understood that "fiscal stimulus", "quantitative easing", and "government spending" were related concepts, even if the keywords didn't overlap.

We processed over 150,000 pages of dense economic analysis, OCR-ing legacy scans and structuring the data for retrieval. The Answerable ingestion engine automatically identified and prioritized "Key Findings" sections while ignoring standard boilerplates and legal disclaimers.

The Results

The impact was immediate and measurable:

  • 300% Increase in Internal Citations: Analysts began citing older reports in new briefs, leveraging historical data to strengthen current arguments.
  • Onboarding Velocity: New hires explored the organization's intellectual history in days, not months. They could ask, "What is our stance on Trade Deals?" and get a synthesis of 20 years of thought leadership.
  • "Living" Research: The archive transformed from a static library into an active advisor. The "Dark Data" was finally brought to light.
